 Today, in many countries, small and medium enterprises (and even micro) and entrepreneurial businesses are the main engine of the national economy, and the main source of job opportunities, production, and GDP growth. Therefore, government support for these projects, setting policies to promote entrepreneurship, and providing incentives for entrepreneurs to start new projects is a very important strategy for advancing the national economy and achieving social and economic development for the country. Small and medium enterprises have received great attention from the Syrian government, for a long time, and this was reinforced by the creation of the Anti-Unemployment Commission in 2002, and then the issuance of the first legislation dedicated to microfinance in Syria, which is Legislative Decree No. 15 of 2007, and then the issuance of Decree No. 2 For the year 2016 establishing the Public Authority for Small and Medium Enterprises Development. This was evident through the interest of the state, non-governmental institutions, civil society and other local and international development bodies in the field of small and medium enterprises, as it attached great importance to the issue of cultivating entrepreneurial qualities among young people, and supported income generation activities. As a contribution to solving the problem of unemployment, and in an attempt to divert the attention of young people and women job seekers from government jobs with limited income, especially since there are few available jobs. This required her to carry out a great task, which is to increase knowledge in this field, to develop the skills of those young people to become owners of pioneering projects and to give up government jobs that do not enrich or fatten from hunger... It is known that there is a close relationship between working in small and medium enterprises and the concepts of entrepreneurship. What are small and medium enterprises? What is the concept of leadership? Definition of a small business: There are many definitions of small projects, and each country has its own definition, and each sector has its own definition, and there was no agreement on a specific international definition for these projects... Rather, it was left to each country to set its definition according to its circumstances. Very simply, we can say that the small project is the project in which it works, is owned and managed by the same person, obtains a small size of the market and operates independently.

 

Among the most important criteria used to distinguish between these projects and large projects :

1) The number of employees. 

2) The size of the invested capital.

  3) The amount of revenue. 4) 

Added value. 

 5) Degree of specialization in management.

  6) The level of technological progress. The reliance on any of these criteria differs according to the economic and social conditions from one country to another, and from one economic situation to another. What is considered small in an industrially developed country may be considered large in a newly industrialized country. Most Arab countries define small projects according to the number of workers, and a small percentage takes the value of invested capital as a minimum or the volume of sales... In 2017, the Ministry of Economy and Foreign Trade issued the "Guideline for Defining Micro, Small and Medium Enterprises" based on the criteria (number of workers + volume of assets), or (number of workers + sales volume). The definition of micro, small, and medium enterprises in Syria has been developed, taking into account the different types of developmental economic sectors.
